In August 2026, the Azerbaijan Energy Regulatory Agency (AERA) received a total of 1,711 appeals, both directly and through the Ministry of Energy, concerning consumer rights protection, the supply of electricity, heat and natural gas, and other matters. Of these appeals, 1,552 were related to electricity supply, including 270 of informational nature. There were 138 appeals regarding natural gas supply, with 10 of them being informational. The Agency received a total of 2 appeals regarding heat supply. Meanwhile, 19 appeals concerned other issues, including 1 of informational nature.
Out of the appeals received, 698 were investigated and responded by the Agency (27 appeals were forwarded to the relevant institution for further consideration and action), and 8 appeals were executed jointly with the Ministry of Energy. Currently, 724 appeals are under consideration. Some 141 of the 281 informational appeals were expressions of gratitude for resolved issues.
Commissioning certificates were issued for electrical units installed in 9 new and reconstructed facilities, as well as those with increased capacity and updated power supply schemes, which had been granted permission for use. Operational clearance was granted for industrial gas facilities constructed under 26 approved projects. At the same time, inspection of the technical condition of 3 electricity billing meters took place with participation of representatives from Azerenergy OJSC and Azerishig OJSC.
A total of 14 administrative offense cases were examined under the relevant articles of the Code of Administrative Offenses of the Republic of Azerbaijan, falling under the Agency’s competence, and decisions were taken to impose administrative disciplinary actions.
Additionally, 83 control measures were conducted to inspect the technical operation of electrical installations, compliance with safety regulations, and utilization of electricity.
Sixty-five control measures were implemented to ensure adherence to “Gas Usage Rules,” efficient utilization of gas, reliable operation of gas facilities, and compliance with other regulatory acts.
During the reporting period, the Agency carried out professional knowledge assessments regarding technical operation and safety regulations, covering 61 electrotechnical staff members and individuals responsible for electrical facilities at 18 enterprises. Following the assessments, recommendations were issued to strengthen professional knowledge, and methodological guidance was provided to the relevant individuals.
