In accordance with the Law of the Republic of Azerbaijan "On Licenses and Permits" and its Charter, AERA has the authority to issue the following permits:

• act of commissioning of electrical installations with excess capacity, determined by the relevant executive authority (Cabinet of Ministers);
• Permission to operate an industrial gas plant.

According to the Law of the Republic of Azerbaijan "On Licenses and Permits" and its Regulations, the Ministry of Energy of the Republic of Azerbaijan has the authority to issue these permits in the regulated area:

• permit for electricity transmission;
• permission for electricity distribution;
• permission to export and import electricity;
• Permission for the production of electricity in excess of the power limit set by the relevant executive authority (Cabinet of Ministers);
• permission for gas production and natural gas processing;
• permit for gas transportation;
• gas distribution permit;
• permit for exploration of oil and gas fields;
• permission for development and production of oil and gas fields;
• According to the Law of the Republic of Azerbaijan “On the list of items that may belong to certain participants of civil turnover and are allowed to be in circulation on the basis of a special permit (restricted to civil circulation)” permit (production and processing of natural gas);
• Certificate on application of special economic regime to oil and gas activities for export purposes.

The Ministry of Energy of the Republic of Azerbaijan together with the Ministry of Emergency Situations of the Republic of Azerbaijan  issues permits for the development, construction and operation of underground gas storages.

According to the Law of the Republic of Azerbaijan "On Licenses and Permits" and its Regulations, the Ministry of Emergency Situations of the Republic of Azerbaijan issues licenses for the installation and operation of liquefied and natural gas facilities.
