Samir Akhundov was born in Baku on October 8, 1971.

He earned his degree in Engineering from the Faculty of Mechanical Engineering at Azerbaijan Technical University, where he studied from 1988 to 1993. In 2004, he defended his doctoral thesis at the Azerbaijan Scientific-Research and Design-Prospecting Power Engineering Institute on the topic "Electricity Systems and Electricity Networks, Energy Management".

From 1998 to 2003, Mr. Akhundov served as Head of the Energy Production and Distribution Department at the Siemens AG Representative Office in Baku, Azerbaijan. In 2003, he was appointed Head of the Representative Office, and from 2015 to 2018, he held the position of Chief Executive Officer.

In addition to his professional responsibilities, he served as Chairman of the German-Azerbaijan Business Association (DAWF) and subsequently as Chairman of the Board of the German-Azerbaijani Chamber of Commerce (AHK Azerbaijan).

By order of the Minister of Energy of the Republic of Azerbaijan dated January 30, 2018, Mr. Akhundov was appointed Chairman of the Board of the Azerbaijan Energy Regulatory Agency.

He is fluent in Azerbaijani, Russian, and English.

Mr. Akhundov is married and has 4 children.
