In 1992-1996, he studied at the University of Istanbul, Turkey. In 1997-2002, he graduated from the Azerbaijan State Economic University. Rovshan Ismailov received a Masters Degree in Finance from the same university in 2007.

He joined the National Bank of Azerbaijan in 1996.

From 1997 to 2012, Rovshan Ismailov has held various positions at the International Bank of Azerbaijan as Head of Department, Director of Department, Chief Financial Officer and Deputy Chairman of the Board.

From 2012-2015, he was Chairman of the Supervisory Board of "Bank Tecnique" OJSC.

In 2015-2018, he was advisor in various agencies.

Since 2018, he has been the Deputy Chairman of the Board of the Azerbaijan Energy Regulatory Agency.

He speaks Turkish and Russian. He is married and has 3 children.
