Ministry of Energy and AERA experts discussed draft law “On Regulator in Energy and Public Utility Services”

On July 29 2020, Ministry of Energy along with Azerbaijan Energy Regulatory Agency held a hearing on draft law “On Regulator in Energy and Public Utility Services”. The discussions were led by Minister of Energy Parviz Shahbazov.

Samir Akhundov, the Chairman of the Board of Directors of AERA, informed participants about the work accomplished within the process of drafting the law, talked about comments and suggestions received from government authorities. He pointed out that during the preparation of the legislative paper, the international good practices learned and included in the document.

The Ministry and the Agency’s experts also held an exchange of views on the current version of the draft law. Specialists underlined the importance of issues in the draft law, such as collaboration with regulated entities, joint activities with other government authorities, as well as international consultants and protection of consumers’ rights. Comments proposed by experts are aimed at making additions and amendments to the draft legislation for strengthening cooperation with government agencies and communities. Experts considered further proposals on making additions and amendments to other articles of the draft law. The session concluded with recommendations on completing the legislative paper in a short time.  

The preparation of the draft law “On Regulator in Energy and Public Utility Services” was reflected in the Order of the President of the Republic of Azerbaijan No 1209 dated 29 may 2019 “On accelerating reforms in the energy sector of the Republic of Azerbaijan”.
