Elmar Gulaliyev, the Senior Specialist of the Strategic Planning and Innovations Department, is the next participant of the project aimed at introducing the AERA staff.
Elmar Gulaliyev joined AERA in 2018 as an Assistant Specialist. He got his Bachelor’s degree in “Automation of Production Processes” from Azerbaijan State Oil and Industry University (2014-2018), followed by a Master’s degree in the same field (2018-2020).
In the brief period he has worked at AERA, Mr. Gulaliyev’s performance has been highly appreciated by the management, leading to his promotion to Senior Specialist in 2022.
How would you describe your role at AERA?
Our day-to-day activities involve participating in the preparation and implementation of legislative acts, development concepts and targeted programs, studying sectoral international innovative practices and exploring their application possibilities, as well as preparing mechanisms for efficient utilization of energy resources and other responsibilities outlined in the Department’s regulations.
At first glance these tasks may appear complex, but the significance of our work and the timely execution of tasks with the joint support of the Agency’s skilled team, as well as implementation of innovations motivate me even more. There is also a high level of collective cooperation in the Agency, which fosters development of personnel and positive relationships among the staff members.
What aspects of your job do you enjoy the most?
Since energy regulation has newly emerged in our country, intensive work is being done by the Agency in order to properly establish and develop the foundations for this field. Of course, to this end, it is important to explore the journey made by the countries with successful regulation experiences, as well as the difficulties they faced, and to take measures to apply the best practices.
For this reason, being engaged in all these processes and having the chance to contribute to laying the foundation for the field in question are among the most positive aspects of my work.
What skills are essential for someone aspiring to build a career in this field?
I believe the people aspiring to build a career in this field should possess a strategic foresight when addressing issues, be open to innovations, as suggested by the Department's name, and be willing to constantly explore advanced practices.
Today’s job market covers a broad spectrum, and employers mainly prefer young professionals. So, as someone young and working in this field, I advise young people to continuously follow innovations, observe trends, and have an innovative mindset.
What advice would you give to those who want to work at AERA?
Based on my professional experience, I can say that candidates who are initially informed about AERA’s core activities, as well as legislation, strategies and state programs in regulated areas may have a better chance of joining the Agency’s team. Despite being quite young, the Agency is recognized by leading international organizations and cooperates with them on a regular basis. Therefore, foreign language skills will be an added advantage to the candidates who want to work at AERA.
In conclusion, I would recommend to those who want to try themselves in an organization that incorporates advanced European standards, meets the requirements of the day and is constantly developing, to apply for a career at AERA.
