In this edition of the Career Blog, we speak with Mahir Ahmadov, Chief Specialist in the Supply Department of the Azerbaijan Energy Regulatory Agency (AERA). He earned his Bachelor’s degree in “Automation and Control in Technical Systems” from the Department of Automation and Control at the Azerbaijan State Oil Academy (now known as Azerbaijan State Oil and Industry University – ASOIU).

Mahir Ahmadov began his career at AERA in 2023 as a Senior Specialist and is now serving as a Chief Specialist.


How would you describe your work at AERA?

My role involves managing the procurement of goods, works and services according to the Agency’s annual procurement plan. Before posting procurement announcements on the Unified State Procurement Portal, I determine the estimated cost of goods, works and services, and prepare all necessary documentation based on the gathered information.

A significant part of my responsibilities includes verifying the documents submitted by suppliers through the Portal during public procurement. I also oversee the delivery and handover of the goods, works and services procured in accordance with the contracts signed with the suppliers selected by the Agency’s procurement committee. In addition, I manage the overall supply chain processes.

What are the specific features of your work?

Procurement processes require attention to detail, analytical thinking, strong communication skills, and some legal knowledge. Planning is especially crucial in my role. This involves prioritizing projects, creating plans, and ensuring that work is carried out according to the schedule. However, unforeseen challenges may arise during project execution, requiring quick, coordinated action. Being well-prepared and having alternative plans in place helps minimize risks.

What motivates you when you are feeling discouraged or facing difficult moments?

As I mentioned, unexpected challenges are a difficult part of my job, but these difficulties also sharpen my problem-solving skills. I see every difficult moment as an opportunity to learn and gain new experiences. When I feel discouraged, I draw motivation from my goals. Additionally, the support from my team and the chance to continue my personal development play a significant role in keeping me motivated.

What advice would you offer to those aspiring to work in your field?

To succeed in this field, it is important to stay up-to-date with the latest legislative changes in public procurement, as well as to continually acquire new skills and knowledge. Analytical thinking, communication skills and a strong understanding of risk management are also essential. Additionally, responsibility and attention to detail are crucial qualities for anyone working in this field.
