The next interviewee of Career Blog is Vusal Sattarov, Head of the Economic Analysis and Statistics Sector of the Economic Analysis, Tariff and Statistics Department at the Azerbaijan Energy Regulatory Agency (AERA).
Vusal Sattarov received his Bachelor’s degree in Finance and Master’s degree in Financial Control and Audit from the Azerbaijan State University of Economics (UNEC).
He began working at AERA in 2021 as a Lead Specialist. With experience in finance at both local and international companies, Vusal Sattarov has achieved numerous accomplishments during his career. He obtained 12 out of 13 ACCA certifications by scoring highly in the exams administered by the Association of Chartered Certified Accountants (ACCA). His performance at work was highly appreciated by the management, leading to his appointment as Sector Head in July 2023.
How would you describe your work at AERA?
My current activities at the Agency include conducting economic analyses of annual, quarterly, and monthly data obtained from regulatory subjects. I also develop tariff proposals using a tariff model that utilizes data from regulated sectors and improved tariff methodology. Additionally, I monitor the implementation of activities related to the fuel-energy balance and review tariff proposals presented by investors for renewable energy projects.
What are your favorite parts of your job?
My favorite aspects of my job include participating in projects where I can apply my international financial knowledge, working with qualified teammates and leaders, and the opportunity to develop myself. Additionally, my field’s suitability for new challenges and the chance to acquire both technical and economic knowledge in renewables are the positive aspects of my work.
What skills do you think a person who wants to pursue a career in economic analysis and statistics should have?
Those aspiring to build a career in this field should possess strong analytical thinking abilities, as well as a solid knowledge of finance and economics. They should also continuously develop their skills in data analysis software and specialize in data analysis and financial modeling.

What motivates you to do your job better?
The opportunity to achieve practical success working on highly important projects with a skilled team at the Agency and to participate directly in implementation of innovations in electric power and natural gas supply are among the main factors motivating me.
I joined the Agency as a Lead Specialist and was promoted as Sector Head after two years. During my time here, I successfully passed two of the most challenging ACCA exams, marking another achievement. The path to obtaining these certificates has provided me with extensive knowledge in international financial standards, corporate finance, accounting, and auditing. My goal is to become a full member of ACCA by obtaining my final certification.
