Leyla Jafarova, Head of the Legal Support and Analysis Division of the Azerbaijan Energy Regulatory Agency (AERA), and Elmar Gulaliyev, Head of AERA’s Liberalization in the Energy Sector Division, participated in the committee meetings of the Energy Regulators Regional Association (ERRA). The meetings took place as part of ERRA’s 23rd Annual Conference, which was held on April 27-28 in Bratislava, Slovakia.
During the meeting of the Customer Protection Committee, Leyla Jafarova delivered a report titled “Country Updates on Latest Energy News Related to Customer Protection”. The session featured presentations by representatives of energy regulatory authorities of Austria, the Czech Republic, Greece, Hungary, Latvia, Moldova, Romania and Slovakia. The participants also reviewed the case studies of North Macedonia and Lithuania, as well as Greece’s regulatory framework for dynamic pricing. During the meeting, a committee report titled “Regulation of Electricity Supply Contracts: Update on ERRA Activities”, which also included data regarding Azerbaijan, was presented.
At the meeting of the Electricity Markets and Economic Regulation Committee (EMER COM), attended by Elmar Gulaliyev, a report on DSO tariff structures was presented. The meeting also focused on topics such as grid congestion relief, curtailment reduction, and operations/IT (SCADA/EMS/DMS) integration. Furthermore, a report on the scope and main findings of ERRA’s mapping activities was heard. The session concluded with round-table discussions.
Established in Bucharest on December 11, 2000, the Energy Regulators Regional Association (ERRA) is a platform for knowledge and best-practice sharing in energy regulation, bringing together 48 regulatory authorities from 44 countries. AERA has had a longstanding relationship with ERRA and has been its Associate Member since April 2018.
ERRA’s 23rd Annual Conference, held on April 27-28 in Bratislava, Slovakia, was particularly significant as it marked the Association’s 25th anniversary. The conference was attended by 300 delegates representing 124 regulatory bodies, companies and organizations from 49 countries, including heads of regulatory authorities from member countries, leading consultants, and academics. The conference’s overarching theme was “Transforming Energy Policies – Adapting Energy Regulation” and the agenda analyzed both the electricity and gas sectors.
