In 2025, the Azerbaijan Energy Regulatory Agency (AERA) received a total of 10,425 appeals, both directly and through the Ministry of Energy, concerning consumer rights protection, the supply of electricity, heat and natural gas, and other matters. Of these appeals, 8,884 were related to electricity supply, including 1,477 of informational nature. There were 1,130 appeals regarding natural gas supply, with 129 of them being informational. The Agency received a total of 232 appeals regarding heat supply, including 28 of informational nature. Meanwhile, 179 appeals concerned other issues, with 15 of them being informational.
Out of the appeals received, 8,174 were investigated and responded by the Agency (147 appeals were forwarded to the relevant institution for further consideration and action), and 35 appeals were executed jointly with the Ministry of Energy. Currently, 567 appeals are under consideration. Among the 1,649 informational appeals, 688 were expressions of gratitude for resolved issues.
Furthermore, commissioning certificates were issued for electrical units installed in 180 new and reconstructed facilities, as well as those with increased capacity and updated power supply schemes, which had been granted permission for use. Operational clearance was granted for industrial gas facilities constructed under 480 approved projects. At the same time, inspection of the technical condition of 187 electricity billing meters took place with participation of representatives from Azerenergy OJSC and Azerishig OJSC.
A total of 668 administrative offense cases were examined under the relevant articles of the Code of Administrative Offenses of the Republic of Azerbaijan, falling under the Agency’s competence. Of these, administrative disciplinary actions were imposed in 657 cases, proceedings were terminated in 10 cases, and 1 case was referred to court for consideration.
Additionally, 1,055 control measures were conducted to inspect the technical operation of electrical installations, compliance with safety regulations, and utilization of electricity.
Sixty-two control measures were carried out to inspect the technical operation of heating installations, compliance with safety regulations, and the use of heat.
Meanwhile, 822 control measures were implemented to ensure adherence to “Gas Usage Rules,” efficient utilization of gas, reliable operation of gas facilities, and compliance with other regulatory acts.
During the reporting period, the Agency evaluated the professional knowledge of 731 electrotechnical staff members and individuals responsible for electrical facilities at 288 enterprises. The assessment focused on technical operation and safety rules, and methodological assistance was provided to the relevant individuals.
