In the second quarter of 2025, the Azerbaijan Energy Regulatory Agency (AERA) received a total of 2,183 appeals, both directly and through the Ministry of Energy, concerning consumer rights protection, the supply of electricity, heat and natural gas, and other matters. Of these appeals, 1,923 were related to electricity supply, including 324 of informational nature. There were 213 appeals regarding natural gas supply, with 26 of them being informational. The Agency received a total of 18 appeals regarding heat supply. Meanwhile, 29 appeals concerned other issues, with 2 of them being informational.
Out of the appeals received, 1,417 were investigated and responded by the Agency (16 appeals were forwarded to the relevant institution for further consideration and action), and 3 appeals were executed jointly with the Ministry of Energy. Currently, 411 appeals are under consideration. Among the 352 informational appeals, 153 were expressions of gratitude for resolved issues.
Commissioning certificates were issued for electrical units installed in 49 new and reconstructed facilities, including those with increased capacity and updated power supply schemes, which had been granted permission for use. Operational clearance was granted for industrial gas facilities constructed under 83 approved projects. At the same time, inspection of the technical condition of 51 electricity billing meters took place with participation of representatives from Azerenergy OJSC and Azerishig OJSC.
A total of 215 administrative offense cases were examined under the relevant articles of the Code of Administrative Offenses of the Republic of Azerbaijan, falling under the Agency’s competence. Of these, administrative penalties were imposed in 209 cases, proceedings were terminated in 6 cases.
Additionally, 281 control measures were conducted to assess the technical operation of electrical installations, adherence to safety rules and electricity usage. One control measure was carried out to inspect the technical operation of heating installations, compliance with safety regulations and the use of heat. Moreover, 217 control measures were implemented to ensure adherence to “Gas Usage Rules,” efficient utilization of gas, reliable operation of gas facilities, and compliance with other regulatory acts.
During the reporting period, the Agency evaluated the professional knowledge of 197 electrotechnicians and personnel responsible for electrical facilities at 74 enterprises. The assessment focused on technical operation rules and safety, with methodological assistance provided to the relevant individuals.
