Ramin Babayev graduated from the Faculty of International Relations at Azerbaijan University in 1996. Later he continued the education and graduated from the Faculty of Law at Baku State University.

He began his career as an assistant to the Prosecutor of the Sabail District in Baku and subsequently served at the Baku City Prosecutor’s Office.

From 2001 to 2007, Mr. Babayev served as Chief of the Main Department for Combating Smuggling and Customs Violations at the State Customs Committee of the Republic of Azerbaijan. 

Between 2007 and 2012, he headed the International Relations Office of the Prosecutor General’s Office of the Republic of Azerbaijan.

From 2012 to 2017, he served as the Head of the State Accreditation Service under the State Committee for Standardization, Metrology, and Patents of the Republic of Azerbaijan, and by a Decree of the President of the Republic of Azerbaijan, he was appointed Deputy Chairman of the Committee.

Since 2018, Mr. Babayev has been serving as Deputy Chairman of the Board of the Azerbaijan Energy Regulatory Agency.

He is fluent in Azerbaijani, Russian, and English. 

Mr. Babayev is married and has 3 children.
