In 1996 he graduated from the Azerbaijan University in International Relations. He continued his education and graduated from the Baku State University in Law.

He started his career in the prosecutor`s office.

He was an assistant to the Sabail district prosecutor in Baku and worked in the Baku prosecutor`s office.

From 2001 to 2007, Babayev served as Chief of the Main Department of the State Customs Committee for Fighting with Customs Enforcement and Customs.

In 2007-2012 was the Head of International Relations Office of the Prosecutor General`s Office of the Republic of Azerbaijan.

From 2012 to 2017, Ramin Babayev held the post of the Chairman of the State Accreditation Service under the State Committee for Standardization, Metrology and Patents of the Republic of Azerbaijan.

Since 2018, he has been the Deputy Chairman of the Board of the Azerbaijan Energy Regulatory Agency.

He speaks Russian and English. He is married and has 3 children.
