Rovshan Ismayilov studied at Istanbul University, Turkey, from 1992 to 1996. He continued his education at Azerbaijan State Economic University from 1997 to 2002 and later earned a Master's degree in Finance from the same institution in 2007.

Mr. Ismayilov began his professional career in 1996 at the National Bank of Azerbaijan. From 1997 to 2012, he held several positions at the International Bank of Azerbaijan, including Head of Division, Director of Department, Chief Financial Officer, and Deputy Chairman of the Board.

From 2012 to 2015, he served as Chairman of the Supervisory Board of Bank Technique OJSC.

Between 2015 and 2018, he acted as an advisor to various organizations.

Since 2018, Mr. Ismayilov has been serving as Deputy Chairman of the Board of the Azerbaijan Energy Regulatory Agency.

He is fluent in Azerbaijani, Turkish, and Russian. 

Mr. Ismayilov is married and has 3 children.
