Legislation on energy efficiency and energy efficiency

Rational use and energy efficiency of energy resources in Azerbaijan, the Law "On energy efficiency", as well as international agreements to which the Republic of Azerbaijan is a party, laws of the Republic of Azerbaijan regulating the energy sector, other regulated by normative legal acts.

What is efficient use of energy resources? 

The rational use of energy resources implies more economical use of energy, provided that the anthropogenic impact on the environment is reduced.

Calculation of energy consumption and informing consumers

• Energy suppliers provide consumers with smart meters for electricity, natural gas, central heating and cooling;
• Energy suppliers provide smart meters to consumers even if existing meters are damaged or need to be replaced;
• When the heat supply of buildings is carried out in a centralized manner, heat and hot water meters are installed at the connection point;
• Where it is not technically feasible or economically feasible for consumers to use smart meters to measure heat, the heat supplier shall install thermal control devices at its own expense and systems that distribute heating costs according to the amount of heat used.

Data delivery and protection to consumers

The energy supplier ensures that consumers have access to the following information about the energy consumed:

• Consumption data covering at least the last 3 years and regularly updated for reporting periods;
• Consumption data for any period (month and year) transmitted from the smart meter via the modern Internet network or obtained from the meter interface.

Power supplier:

• Provides information on consumed energy to the consumer and, with the consent of the consumer, to the energy efficiency service executor in a regular, easily understood and comparable form;
• Provides consumers with the opportunity to send information on energy consumption in electronic form, as well as to provide them with a clear and understandable explanation of the energy consumed on the basis of consumer inquiries;
• Informs consumers about the functions of the smart meter and how to use it;
• Ensures protection and confidentiality of consumer information.
